The High Level Asia-Pacific Conference for the World Summit on the Information Society (WSIS) was held from 31 May to 2 June 2005 in Tehran, Islamic Republic of Iran. The Conference was organized jointly by the Government of the Islamic Republic of Iran and the United National Economic and Social Commission for Asia and the Pacific (ESCAP) in cooperation with the UNDP Asia-Pacific Development Information Programme (APDIP) and the International Telecommunication Union (ITU).
The objectives of the Conference were to define regional course of action towards building people-centred, inclusive and development-oriented Information Society in Asia and the Pacific as stipulated in the Declaration of Principles and the Plan of Action adopted by the Geneva phase of WSIS and contribute to the preparatory process of the Tunis phase of the WSIS including global discussion on Internet governance and financial mechanisms for ICT for development. In addition, the Conference was convened to deliberate on knowledge-based disaster management and discuss the reports of participating countries on the progress in the use of ICTs for development.
Despite mentioning of multi-stakeholderism in the document, CSOs in the Asian region were not cunsulated largely and their views and concern were absent in the process. Moreover, CSO participation to this conference itself was very limited as there was no scholarship-fellowship available for this purpose. Few CSOs that participated the conference also felt the action plan to be faulty in various ways and did not reflect the spirit and values of WSIS.
