An information policy handbook for Southern Africa

This handbook focuses on experience and lessons learned with ICT, ICTs in education and e-Commerce policy in Southern Africa. It provides examples of projects to dates and explores their successes and failures. It begins with an overview of information technology policy generally. A selected number of priority areas for information policy development are presented and key global and regional structures of importance to ICT policy are discussed
The second chapter provides a brief overview of the status of information policy initiatives in the 14 countries that are members of the Southern African Development Community (SADC). It summarises ICT-policy related initiatives that have taken place; identifies common elements relating to policy formulation and development, institutional mechanisms, and policy implementation; and concludes with some perspectives on the lessons that have been learnt from ongoing policy processes and their implementation.

* the history of ICT development
* issues and experience around ICTs in education
* ecommerce and how to enable it in Southern Africa
* the final chapter summarises key lessons learned
Civil
Society Discussion List - engaging the African civil society
in electronic dialog on information society development in the continent.
The list is very active and is being used to prepare the African civil
society to the World Summit on the Information Society (WSIS).
